Article 10(6)(a) Exemption Change of use from Commercial to Residential

Statutory Instrument No. 30 of 2018 amended Article 10 of the Planning and Development Regulations to provide an exemption, for a temporary period, for the change of use and related works of certain vacant commercial premises to residential without the need to obtain planning permission. Statutory Instrument No. 75 of 2022 has extended this exemption to 31/12/2025 and added a new use class (Class 12 - public houses), to the specified use classes that can qualify to avail of the planning exemption, subject to certain conditions and limitations.

Cluster Housing

Tipperary County Council recognises that many people wish to live in rural areas in our County, and also that in order to thrive, our local villages need people to live in them. For that reason, the County Council has developed best practice guidelines to promote and facilitate the development of cluster housing schemes to meet the needs of rural people. The County Council is also in the process of planning a number of pilot Cluster Housing Schemes in the County.

Development Contribution Schemes

Section 48 of the Planning and Development Acts 2000 to 2010 (hereafter referred to as “the Act”) enables the Planning Authority when granting planning permission under Section 34 of the Act, to include conditions requiring the payment of a financial contribution in respect of public infrastructure and facilities benefiting development in the area of the Planning Authority and that is provided, or that it is intended will be provided, by or on behalf of the Local Authority, regardless of other sources of funding for the infrastructure and facilities.

Historic Structures Fund (HSF) 2023

Malcolm Noonan TD, Minister of State for Heritage and Electoral Reform at the Department of Housing, Local Government and Heritage, has announced the continued implementation of the Built Heritage Investment Scheme (BHIS) and Historic Structures Fund (HSF) in 2023. The Planning Section of Tipperary County Council will administer these schemes for relevant sites in Tipperary.

Only one application will be considered per historic structure.

Planning leaflets

The Office of the Planning Regulator and the Department of Housing, Local Government and Heritage have published a series of planning leaflets dealing with all aspects of the planning system. These leaflets cover a wide range of issues including how to prepare and lodge a planning application, how to make a planning appeal, requirements for change of use, building extensions, garages, domestic sheds, agricultural development, etc. The leaflets are available free of charge hereunder and from your local planning authority.

Planning Lists

Weekly Planning Lists are available here from the start of 2014. Up to June, they have originated from North and South Tipperary County Councils. From the establishment of Tipperary County Council, from June 2014 onward, they are merged into one file.

Request a Planning Register Search

Tipperary County Council, pursuant to Section 7 of the Planning and Development Act, 2000 as amended, keeps a register for the purposes of the Planning & Development Acts in respect of all land within its functional area.

The register is maintained at the offices of the Planning Authority and is available for inspection during office hours.

Section 5's

The purpose of a Section 5 of the Planning and Development Act 2000, as amended, is to establish if a particular development is or is not an exempted development within the meaning of the Act.

STCC District Service Centre Enhancement Schemes

The South Tipperary County Development Plan 2009-2015 (CDP) has designated 19 villages as District Service Centres and as part of the “Actions” arising from the CDP District Service Centre Enhancement Schemes (DSCES) have being carried out for the following settlements to date (click on settlement name to view scheme).
