2nd National Housing Strategy for Disabled People 2022

The second National Housing Strategy for Disabled People 2022 – 2027 was published on 14th January 2022 by the Department of Housing, Local Government and Heritage (DHLGH) with the Department of Health (DoH) and the Department of Children, Equality, Disability, Integration and Youth (DCEDIY).

 

The National Strategy aims to facilitate access and provide a framework for people with a disability to the appropriate range of housing and related support services delivered in an integrated manner, which promotes equality of opportunity, individual choice and independent living with the user of the services at the centre of policies and plans.

 

The second Strategy to 2027 will build on the considerable achievements of the 2011 Strategy, continuing the journey of the last 10 years which saw many people with disabilities allocated suitable housing, new structures developed to align housing provision with needed health and social care supports, progress made on decongregation into community residential care and increasing awareness and understanding of disability and housing within housing and disability services.

Tipperary County Council is required to prepare a Local Disability Strategic Plan to cover the period 2022 to 2027.

The Plan is to align with and inform the National Housing Strategy for People with a Disability (NHSPWD) and with the principles of the Convention on the Rights of Persons with Disabilities (CRPD).  The implementation of the local plan will be coordinated and led by the Housing and Disability Steering Group, which is a working group of relevant service providers, including HSE, AHB’s and service users chaired by the Council to oversee the delivery of disability services within the county of Tipperary.

 

The Tipperary Strategic Plan aims to facilitate access for people with disabilities to the appropriate range of housing and related support services. This Plan will promote equality of opportunity, individual choice and independent living.  The core goal of the Strategic Plan is to meet the identified housing needs of people with disabilities in Tipperary whether they are currently living in the community and or in a congregated setting. And a key element is that the actions are guided and informed by the lived experiences of service users and that it puts their requirements at the centre of the strategy.

The National Housing Strategy for People with a Disability 2011 - 2016, published in 2011, and the associated National Implementation Framework, which are joint publications by the Department of Environment, Community and Local Government and the Department of Health were developed as a part of a coherent framework, in conjunction with the A Vision for Change (the Government’s mental health policy) and a Time to Move on from Congregated Settings (the Report of the Working Group on Congregated Settings) to support people with disabilities in community based living with maximum independence a
