This Programme is co-funded by the Government of Ireland and the European Union as part of the European Social Fund Plus Employment, Inclusion, Skills and Training (EIST) Operational Programme 2021-2027   https://eufunds.ie 

The SICAP programme is funded and designed by the Department of Rural and Community Development (DRCD), with co-funding from the European Social Fund Plus (ESF+) under the Employment, Inclusion, Skills and Training (EIST) Programme 2021-2027. The aim of SICAP is to reduce poverty and promote social inclusion and equality in Ireland through supporting communities and individuals using community development approaches, engagement and collaboration.

SICAP 2024-2028 is structured under two broad programme goals. 

Contribute to Building more Sustainable, Inclusive and Empowered Communities 

Empower individuals, groups of individuals, Local Community Groups and Social Enterprises to address collective community needs.  Empower Disadvantaged People to Improve the Quality of Their Lives 

Support disadvantaged individuals, children and families to progress their formal education and participate in lifelong learning, to progress into employment/ self-employment, and to improve their soft skills and wellbeing

In County Tipperary, Tipperary Local Community Development Committee have a contract with the DRCD for the oversight and governance of the SICAP Programme Implementation. The LCDC has funding agreements in place with the two Local Development Companies  (NTDC and STDC) who implement SICAP in both the North and South of the county.
