A New Approach to Social Housing Allocations Putting CHOICE at the Heart of the Scheme
Tipperary County Council has introduced Choice Based Letting (CBL) for the allocation of certain vacant social housing properties, including leased properties, in the county.
This is a new approach to the allocation of Council houses which is designed to place choice at the heart of the allocation scheme.
What is Choice Based Letting?
It is a system whereby approved housing applicants, including transfer applicants and Housing Assistance Payment (HAP) tenants, can submit an expression of interest in advertised vacant social housing properties that become available for letting that they would like to live in and which meets their needs. The properties will be advertised on a dedicated website which approved housing applicants will have to register for, so as to have access to the system.
Once an expression of interest in a property has been made by an approved applicant, it will be registered on the system and the applicant will then be considered for the property. Where more than one expression of interest has been received for a property, properties will be allocated in accordance with the provisions of the Council’s Housing Allocation Scheme 2021.
How does the scheme work?
Approved housing applicants will be given a user name and password to gain access to the system.
When certain vacant social housing properties become available for letting, the Council will advertise them on a dedicated website.
Approved housing applicants, including transfer applicants and Housing Assistance Payment (HAP) tenants, can submit an expression of interest in the advertised properties that they would like to live in and that also meets their needs.
Properties will remain on the website for one week.
Once an expression of interest in a property has been made by an approved applicant, it will be registered on the system and the applicant will then be considered for the property.
Where more than one expression of interest has been received for a property, properties will be allocated in accordance with the provisions of the Council’s Housing Allocation Scheme 2021.
If applicants do not submit an expression of interest in a property, they cannot be considered for that property.
Once the allocation process is complete, the applicants will be contacted by the Housing Section.
Refusal of an offer of a property
In the case where a social housing applicant refuses an offer of a CBL property, that applicant will not be entitled to make a further application under CBL for one year.
How will properties be allocated?
All offers of accommodation resulting from CBL, will be subject to the normal allocations process, including a review of the applicant’s continued eligibility for social housing support and Garda and estate management clearance.
Access to the internet
If you do not have access to the internet, you can go to your local Council or local library where you can access a public PC.
What happens next?
All approved housing applicants, including transfer applicants and HAP tenants, will be contacted early in 2022 to confirm their application details and will be issued with a user name and password to gain access to the CBL website where they will be able to express an interest in advertised vacant social housing units which they would like to live in and where the property meets their needs.
