Standards in Private Rented Accommodation
Tipperary County Councils, Housing Authority is committed to improving the living standards of tenants in private rented housing. This is done through the inspection of private rented properties to ensure that rented dwellings comply with the minimum standards of Housing (Standards for Rented Houses) Regulations 2019 (S.I. 137 of 2019).
Authorised Officers are legally empowered to enter and inspect private rented houses made under the current legislation. The main objective of Housing Standards Regulations are to establish minimum standards in order to protect the health and well being of tenants and which makes private rented houses safe and fit for habitation.
What are the minimum standards for private housing?
Landords are legally obliged to ensure their private rented houses (which include a house, flat or an apartment) are maintained in good condition and repair and comply with the regulations while let or available for letting. Landlord failing to comply with their legal obligations in private rented houses are liable to be prosecuted, and on conviction, may be subject to a fine or imprisonment or both.

Housing (Standards for Rented Houses) Regulations 2019 details the statutory requirements. The Residential Tenancies Board has also created a poster which outlines the main requirements.

What if my private rented property does not meet the minimum standards?
As a tenant, please contact your landlord in the first instance concerning any problems within your rented accommodation and they must be given a reasonable opportunity to access the property and carry out any necessary repairs or improvements.
If the problem has been highlighted to your landlord and has not been rectified, the tenant can then refer the matter to the Housing Authority for further investigation.
Note: The Housing Authority does not mediate in disputes between landlords and tenants.
